摘要

光武自謂欲以柔道理天下，蓋其性格柔和，又採道家陰柔之術為其處世哲學。揆諸中興史事，光武之所謂柔道，對己則屈己隱忍，對人則容忍小失，善待安撫，外示寬厚溫和，終至天下歸心。
然光武亦採用監軍制度、人質制度控制麾下諸將。對出征之將領及邊郡長吏，光武或留其妻子親屬於洛陽，或以任子之方式使其子弟任職京師，以羈縻之。益有甚者，光武對在外征戰之將領，常以詔敕指揮其用兵，遙控於萬里之外，亦可見光武猜忌，凡事親自掌握之性格。
既戰勝而天下安定，然數以百萬計之降卒如何處置？軍隊如何復員？此關係成敗至重之大事，王夫之以東漢史家不言而責其「無意於天下之略」。今考其事。光武之安置降卒，初期用以為兵，稍後所降太多，則以將軍領之屯田於內郡，以軍法部勒；蓋不敢遣散，恐其又復為寇。及天下漸次平定，則以賦閑之將軍領其部曲為郡太守。軍隊固著於郡，給養容易，稍後令其分批復員，和緩遣散數百萬兵卒，消弭危機於無形，此亦可見光武之所謂柔道。
