漢代案比在縣或在鄉？ Notes on the Location of the Annual Census in Han China

摘要

本文從縣、鄉和戶籍的關係、縣和鄉的大小、縣和鄉的行政條件、交通條件、漢唐制的比較、漢代鄉里社會的特質以及對資料的解釋等方面，對縣道案比舊說提出質疑。本文以為：
1.漢代八月算民，每年要全縣男女老幼集中於縣廷接受貌閱的可能性十分微小。
2.案比算民的實態很可能是名義上由縣、道負責，實際施行在更基層的鄉里。
3.從唐代貌閱之制推斷，漢世算民恐非無分男女老幼，年年昔在被算之列；很可能只限於賦役身份將有變動和身份須要重新核定的一部分人。
4.漢代算民以查核「民數」為主。種種不同賦役身份的改變和認定似乎是算民的主要工作，不像唐代貌閱於民數之外，兼及財物。
5.漢代算民在不同時期，不同區域的實際情況可能有差別。志書所載為一代典制之原則，實際施行必容許若干彈性，否則甚難實行。
