摘要

朱元璋設衛所以為國防軍備的據點，但因衛所制度成立時全國尚未達成統一，因此無法就衛軍的衛所分配問題加以通盤的計劃。特別是在衛所制度草創的階段，為配合衛所設置的需要，衛軍的調度非常頻繁；其初固曾儘量使同一來源的軍人發至同千戶所，且除謫充軍外，大部分軍人也都被發派到原籍附近的衛所；多次改調的結果，卻使同縣出身的衛軍之衛所分佈情形漸趨分散，不僅在清勾、解衛時為縣的行政帶來很大負擔，因南北風土不合導致軍士逃亡的問題也逐漸被凸顯。明朝政府乃不得不透過軍政條例，定例改近以求改善。改近的措施遭到保守勢力的強力阻礙，同時因為實施範圍有限，問題始終無法徹底解決。另一方面，成弘以後由於內憂外患不斷，衛所軍隊又普遍空缺，乃實施政策性改調以抽調兵力。但這時衛所制度已形同贅瘤，欲振乏力了。
