摘要

宋太宗兩次北伐失敗，論者多謂宋人從此文弱不振，並非「征服王朝」契丹的對手。這樣就未免忽略了澶淵之盟以前的敵對狀態亦給予契丹相當大的壓力，例如《遼史》〈兵衛志〉說：「舊志言兵，惟以敵宋為務；」〈百官志〉亦說：「宋以文勝，然遼之邊防猶重於南面。」本文乃嘗試設身處地，從遼的戰略角度探究其舉國南下、締訂澶淵盟約的原因。筆者以為，在景德元年，宋對夏之戰爭告一段落，沿邊之塘埭即將大功告成，一直有意收復燕雲的宋真宗已在準備第二次巡邊，集中強大的軍力對付契丹。在此情勢下，遼人自不免權衡輕重：一向依賴的掃蕩戰爭愈難見功，曾經可能的恢復邦交亦成泡影，故不如先下手為強，發動自有宋以來的最大一次南侵，希望收復關南之戰略要地，同時和戰互用，以備萬一。宋廷莫名其妙，戰略錯誤，喪失先機，終致君臨危城，進退維谷。幸而遼帥未捷先死，遼廷亦莫測宋人高深，故終訂盟約。《遼史》謂和約出於天意，可圈可點。
