Through the comparative analysis of the concerned “civil” rules’ modification of the successive three legal texts, namely Da Qing Lü Li, Da Qing Xian Xing Xing Lü An Yu and Qin Ding Da Qing Xian Xing Xing Lü, the author finds that the legislators in the late Qing Dynasty had stressed the division of civil law and criminal law during the legislative process, however they did not do much to the issue actually. Perhaps we should try to find the answer in the justice.
