中國史籍之記載偏詳政治，行政組織自為前世史家重要目標之一，正史之有志者無不志官，至於政書必詳官職。然前世史家之側重政治者，惟於中央，至於地方，則疏忽略，史志所記有關地方制度之材料，以視中央，十不當一，其明徵也。然地方行政實為一國政治重要的一環，即以國史而論，歷代治亂興亡，造因固多，而人民生活與社會治安恆居於首要之地位，此則地方行政所直接影響者。
